You can't really manage other on iPhone. Other is a collection of data, which can't be categorized into categories like Photos, Files, Messages, Email, Cache, etc. If other is taking up to much space, you may have some corrupt data in the other category.

The simplest way to fix this is to backup your iPhone, then restore your iPhone from backup.
