How do I protect my iPhone 13 from cyberstalking and unauthorized access?

iPhone 13 have had 9 different cellphones in 2 years different carriers changed pins codes passwords phone numbers never seems to matter he hacks in every time phone will do what he wants take photos turn off and on change settings go dim anything to just be unusable money missing from account at bank said I was in Milwaukee haven’t been there in years help

cyberstalked by crazy x cops and authorites in on it never even had speeding ticket unchecked money power and control he manages phone compamy branch life and death sent hitman after me any help
