I don't use iCloud photo library. I prefer to keep all my photos on my MacBook Air and sync back to my phone only a few. In the Finder window I have the option to sync only selected albums. I have a particular jpeg in an album on my computer that just won't sync to my (don't laugh) iPhone 11. Why not?

Me, too. I use iCloud to do that.

Can you edit this picture?
It may be corrupted. Try exporting this using "File>Export>Export 1 Photo" and then re-importing that new file. See if that works.
I did something similar. I texted the photo to myself and dragged it back into my photo library. Tried the sync again and of course then got 2 photos back on my phone! A third sync to remove the duplicate and now all is well, but thanks for your help!
