How do I accept new iCloud terms and conditions with no free storage on iPhone?

I’m running very low on storage, and have nothing left to delete. I upgraded my iCloud, but it keeps saying I need to accept new terms and conditions to resume upload onto iCloud. There is no option for me to accept and the only solution to get the pop up is apparently to upgrade the software to the new iOS… but I cannot upgrade as I have no storage?! In order to download the new software I need nearly 15GB free and I have 0.5 remaining. Half of my apps don’t work. This seems like a frustrating bug and I can’t seem to find any solution
