Unable to set up my iCloud email addresses in Outlook.

I have been attempting to add my iCloud email addresses to Outlook for several hours. I have followed every single step found on Apple Support, iCloud Support, MS Support, I've requested and revoked multiple app specific passwords, manually tried to set up using the IMAP information found on Apple Support. Absolutely NOTHING is working. I get the same error every time. I meet all of the server requirements. I'm Windows 11, iCloud for Windows Version 15.3.152.0.
