My iPhone asks for my passcode in order to use FaceID all the time. Not every time but at least 85% of the time

Why is this a recurring situation and what is the point of FaceID (and the added security) if I need to type my passcode to use it

You’re probably triggering Face ID multiple times without realizing it (and failing), and that’s triggering a passcode requirement. In a way, Face ID pocket dialing.
Turn off tap-to-wake, and see if things resolve.
Settings > Accessibility > Touch > Tap to Wake [off] (or > Tap or Swipe to Wake [off])

That was a good suggestion, but I tried that and it did not resolve the issue.
I have very strict security settings, including ScreenTime app limits and Content Restrictions.
I think the issue may be there, because I had a limit on AuthKitUIService. I deleted the limit so maybe that was the problem. I have not yet spent enough time to tell
Increased security tends to involve decreased usability, yes.
