iPhone 14 won't restore from iCloud backup with internet connection issues

My iphone 14, while connected to my home wifi, was acting like it wasn't connected and apps and web searches would not load. This was also with a full 5g cell signal. I kept getting messages like "you require an internet connection". So I erased/reset my phone. The phone works perfect, until I start to restore from my icloud backup. After about 5 minutes of downloading my backup, it goes back to acting like it has no internet connection.

Try the information here, If you can't update or restore your iPhone or iPod touch - Apple Support

The most important thing you need to consider is that your wi-fi is stable. I'm not sure why I missed it, but you cannot use cellular data to restore the device.

Figured out it was my Norton 360 VPN app that was, for some reason, blocking my internet connection. As soon as the restore started downloading the app, it would go back to blocking my internet connection and would not let the phone finish restoring. Once I canceled the download for the app, the phone started acting normal again. Needless to say, I'll be cancelling my Norton 360 subscription.

Are you connected to power? If there is an interruption in your wi-fi, it can go to sleep on the device if it is not connected to power.

Yes, I was connected to power. I also, re-wiped it a second time. Same result when trying to restore.
