Apple Music on my iPhone won't sync with iTunes on my PC - it won't add new tracks (though all the old ones on my phone are still playable) and it won't import playlists. Do I have to download Apple Music/TV and sing up to iCloud to do this? and if so, how? Thanks.

Do have have Apple Music the subscription service, or are you talking about Apple Music for Windows, the app? Assuming the first then see Use iCloud Music Library on PC - Apple Support. iCloud (drive) is separate from Apple Music/iTunes Match. The Apple Music for Windows app can also work with your iCloud Music Library, but personally I find it less useful than iTunes.

As noted see Use iCloud Music Library on PC - Apple Support. You should find an option to turn on iCloud Music Library in iTunes which will merge the existing library on the computer with your Apple Music library in the cloud.

Thanks for your suggestion, sorry I wasn’t clearer. I have Apple Music on my phone but not on my PC, on which I have iTunes. I have recently switched from Spotify to Apple Music on my phone, which is when the problem started.
