The Command Line Tools is NOT Xcode. It is things like the compilers, debugger, make utility, and other tools for building code from the command line, and NOT from the Xcode GUI.
If you installed a package manager, such as Homebrew, MacPorts, Fink, etc... then the command line tools would have been installed as part of installing the package manager installation.

You can't. The macOS GUI is built on top of Unix. Terminal is part of Unix.
but there is an update. However, I do not use xcode.

Command Line Tools For Xcode : update now.
But I don't want it to be updated because I don't know how to use xcode and I haven't used it.
