Apple Card Application in Rwanda

I have been trying to apply for Apple Card to be able to pay with Apple Card, I really love its convenience, however it seems like Rwanda is not supported by Apple Card.

Even the Social Security Number is not available in my country yet they ask that, I believe the reason for all this is because banks in Rwanda are "not yet" supported.

My question is, what does it take for the country to be supported, is there anything that a country needs to do itself or it is entirely due to Apple?
