Why can’t I enroll my Express Replacement IPhone??

So I replaced an iPhone 16 pro with Apple business essentials. It was enrolled with ABM using the VPN and Device Management and signing in to managed Apple ID. My employee broke it, so I ordered an express replacement. Yet when it arrived, I CANT ENROLL IT? I try to and try to but I get the message.

“Sign In Failed

The MDM server responded with this error message:

Your device is already associated with another user or organization. Contact your administrator if this is an error.”


This is really frustrating. I am paying for business essentials as it’s very critical for my employees to have phones for my company as it’s for their job. I also payed the temporary authorization fee $1099.00. All of that to get a phone I can’t enroll which means I can’t give to my employee because they can steal it, or do what they want and I can’t control it. The only way I can fix this is buying another device putting more money out my pocket.
