No Enable Remote Management Popup After Adding to MDM

Setting up a new batch of iPads. They are all iPad A16's but 5 are cellular (Verizon) versions and one is a Wi-Fi only model. The cellular iPads have been added successfully, but I am unable to add the Wi-Fi version. I run Apple Configurator to add it to our Apple Business Manager account, connects to our MDM provider (NinjaRMM), and then wants to Wipe like normal. Once the reboot happens, I never get the setup card to enable Remote Management after connecting it back to Wi-Fi. Tried this a few times.


Device shows up in ABM with the correct MDM server as well.


Not sure what to do from here, any advice would be appreciated.

Sadly, I had done that many times. On Ninja's side, it just shows not registered. The only thing I can think of is since this is a Wi-Fi only model, it isn't connecting and registering. I'm assuming the cellular versions can connect to the cell network on startup. That is the only thing I can think of.


I did end up removing the iPad from ABM as you can only sync over to Ninja. Erased and tried again. Still does the same thing. Shows added to Ninja and then when you set it up, doesn't pull config from Ninja.
