I don't have a TouchBar-equipped unit to test, but let's first make sure you've maxed out your macOS, as the firmware updates contained within Ventura should patch out any bugs and responsiveness issues known to these models. While you're at it, you might want to set the Touch Bar to "F1-F12 keys" if the option presents itself.

If your Mac has a security module, you may need to enable FileVault to access another feature called the TPM. If you don't see an option in macOS for the TPM, then you need to create a modified Windows installer using Rufus or similar tools. Windows doesn't know a thing about the hardware security mechanisms on a Mac and will flat refuse to install unless modded.

If you have NOT previously used Windows 10 on this unit, get back to macOS and download the latest drivers from your Boot Camp Assistant (Tools > Download Windows Support Software) to make a driver folder. Move this folder to the same USB-C stick as you have for your Windows installer.

If you have to perform a clean install, then you must select the volume tagged BOOTCAMP at the partitioning screen. Do not create, delete or modify other volumes, else you may render the machine unusable.

Install Windows as you usually would, and set up the Microsoft Account you'd like to use. Once at your desktop, run the BootCampSetup file from your driver folder. If you get an error message, then you'll need to find a way to modify the Properties for BootCampSetup.exe and force Windows 10 compatibility. Make sure you also check "Run as administrator" in the same step. Click Apply and OK.

If after running the driver install the TouchBar does not respond, try running Windows Update and Apple Software Update to get the latest certified drivers for your unit. Microsoft has a few certified drivers for obscure Apple devices.
